Declaration State of Emergency - Burn Ban:

The Town of Bolton has officially declared a State of Emergency to reinforce the State of Connecticut's Burn Ban. Due to the prolonged period of extremely dry weather coupled with the very dry ground and no immediate rain forecasted there is NO BURNING PERMITTED.  This declaration will stay in effect until the state removes its declaration and the state of emergency is lifted.

1. Foundation Testing Reimbursement Program

Capital Region Council of Governments (CRCOG) Foundation Testing Reimbursement Program

This is a reimbursement program for visual inspection and core testing for failing concrete foundations due to pyrrhotite. The state has allocated $5,000,000 in bond funding to cover this program for homeowners who may or may not be impacted with failing foundations. This program is administered by the Capitol Region Council of Governments (CRCOG) through the Department of Housing.

2. Foundation Claim Assistance Program

Connecticut Foundation Solutions Indemnity Company, Inc. (“CFSIC”)CFSIC has been formed to provide claim assistance to affected homeowners with crumbling foundations. CFSIC has applied to become a tax-exempt, non-profit company. CFSIC is not a branch of Connecticut state government. It is an independent insurance company licensed and regulated by the Connecticut Insurance Department. It was officially launched on January 10, 2019. Information and the application to submit a claim for reimbursement for a new foundation can be found on their website address at www.crumblingfoundations.org

3. Crumbling Foundation Reassessment Application

Pursuant to Public Act 21-120, An Act Concerning Concrete Foundations:

Section 1. Section 29-265d of the general statutes is repealed and the following is substituted in lieu thereof (Effective from passage):  

A) Any owner of a residential building who has obtained a written evaluation from a professional engineer licensed pursuant to chapter 391 indicating that the foundation of such residential building was made with defective concrete may provide a copy of such evaluation to the assessor and request a reassessment of the residential building by the assessor. Not later than ninety days after receipt of a copy of such evaluation, or prior to the commencement of the assessment year next following, whichever is earlier, the assessor, member of the assessor's staff or person designated by the assessor shall inspect the residential building and adjust its assessment to reflect its current value. Such reassessment may be appealed pursuant to section 12-111. Any reassessment under this section shall apply until the next revaluation becomes effective or the concrete foundation is repaired or replaced, and the assessor, member of the assessor's staff or person designated by the assessor adjusts the assessment of the residential building, whichever is earlier.

b) Notwithstanding the provisions of section 12-62, any property that has had its assessment adjusted pursuant to subsection (a) of this section shall be assessed during each revaluation cycle to reflect its current value.

c) An owner of a residential building that has obtained a reassessment pursuant to this section shall notify the assessor if the concrete foundation is repaired or replaced.  Such notification shall be made in writing within thirty days of the repair or replacement of the concrete foundation. Not later than ninety days after receipt of such notification, or prior to the commencement of the assessment year next following, whichever is earlier, the assessor, member of the assessor's staff or person designated by the assessor shall inspect the residential building and adjust its assessment to reflect its current value.Crumbling Foundation Reassessment Application - please turn in to Bolton Assessor's Office.
