Highway Foreman/Deputy Town-Wide Facilities Director

GENERAL PURPOSE

Plans, organizes, supervises and performs the construction, repair and maintenance of town roads, bridges, grounds and facilities, and provides short-term and long-range planning for the maintenance and improvement of town roads and related public work sites. Collaborates with Town-wide Facilities Director on projects and in regards to the best utilization of staff and equipment and covers for this individual in his/her absence.

SUPERVISION RECEIVED

Works under the general direction and general supervision of the Town Administrator; work is carried out with considerable independence and judgement to reach desired results. Work is reviewed for assurance that desired results are obtained.

SUPERVISION EXCERCISED

Provides direct supervision to Crew Leaders and maintenance crew and Buildings and Grounds staff as needed; including unskilled, semi-skilled and skilled maintenance tasks.

 ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Organizes and schedules seasonal maintenance operations in collaboration with Town-wide Facilities Director; including repair and reconstruction of roads, laying and repair of storm drainage pipes, construction, repair and cleaning of catch basins. Organizes and implements emergency storm response system, including but not limited to plowing and sanding of roads.  Inspects roads and bridges to ensure that driving conditions are safe. Assigns work to Maintenance Crew members, and follows through to assure compliance with instructions.
  • Ensures that all vehicles, heavy and light equipment are serviced and repaired and that appropriate records are kept; maintains inventory of spare parts and supplies for equipment and systems, ensuring continuous operations of same. Prepares specifications for purchase of equipment, supplies and materials.
  • Prepares unit budget recommendations and submits to Town Administrator. Initiates purchase of supplies and materials as needed.  Recommends project priorities and schedules.  Prepares specifications for projects, equipment purchases and contractual services.  Oversees work of external contractors.
  • Supervises training, development and safety programs for employees. Follows standard safety procedures and regulations.  Operates all pieces of maintenance equipment used for winter snow removal and other seasonal clean-up operations as needs.  Assists, and may lead, in the repair of vehicles and equipment.

ADDITIONAL DUTIES

  • Performs roads and grounds safety inspections, issues surface condition reports and takes action as necessary. Assists Town Engineer in inspections of new roads, bridges and related construction to assure town standards and requirements are met. Serves as Tree Warden.
  • Evaluates work methods and procedures and effects improvements. Keeps work, time and materials records.  Performs other related duties as required.
  • Weekly/bi-weekly coordination meetings to collaborate with Town-wide Facilities Director in regards to the best utilization of staff and equipment. Schedules highway crew to help out other departments (buildings & grounds/school custodians) when needed; and covers for the Town-wide Facilities Director in his/her absence.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience

  • Associate’s Degree or equivalent and eight years of progressively responsible experience in highway maintenance or construction work, including four years of supervisory or lead maintenance experience, with extensive experience in the operation and maintenance of heavy construction and maintenance equipment, civil engineering, or any equivalent combination of education and skills which demonstrates possession of the required knowledge, skills, and abilities.

Necessary Knowledge, Skills, and Abilities

  • Knowledge of the functions, operating methods, and care required of the heavy and light equipment used in roads and building maintenance projects.
  • Knowledge of the work hazards, safety practices and federal and state laws related to safety.
  • Knowledge of basic mathematics, and budget principals.
  • Ability to plan, organize and oversee seasonal and maintenance operations and emergency responses.
  • Ability to read engineering, architectural and related plans, drawings and specifications.
  • Ability to inspect roads.
  • Ability to understand, follow, and give oral and written instructions.
  • Ability to lead groups and direct work in a team setting.
  • Ability to operate heavy construction equipment.
  • Computer literate in MS Word and Excel.

Special Requirements

  • Commercial Driver’s License (CDL), class A. Certification as a Public Works Construction Inspector desirable.

Exposure to normal construction hazards while supervising work.  Some stress involved in public contact.
