Title: Assistant Building Official
Position Definition: Under the direction of the Chief Building Official carries out a comprehensive building advisory, inspection, and enforcement program; administers and enforces the State Building Code, Town building ordinances, and regulations related to health, safety, and fire codes; environmental statutes.
Supervision Received: Receives general supervision from the Building Official/Zoning Enforcement Officer. Works with some independence. With supervisor, plans and organizes the activities of building inspection and zoning enforcement according to standard or established procedures. Establishes priorities as needed. Reports work accomplished to supervisor.
Supervision Exercised: None.
Examples of Essential Duties:
- Receives and reviews proposed building and related construction plans. May participate in preliminary reviews and consultations concerning major building projects. Confers with, and interprets code provisions to architects, engineers, contractors, and members of the public. Issues building permits. Oversees all construction work in progress by regular and periodic on-site inspections to assure conformity with code and regulations. Issues certificates of use and occupancy.
- Provides technical assistance in development, implementation and utilization of GIS and CAD or similar software system. Utilizes systems to assist public, Boards and Commissions in building and land use issues. Interacts with staff on system function and database management. Recommends enhancements.
Examples of Incidental Duties:
- Provides technical consultation to Town Boards and Commissions, and to various town departments and to special building committees as needed.
- Evaluates the results of various tests, such as soils and materials tests, to assure compliance with standards.
- Prepares various reports to federal and state agencies. Aids in the organization and maintenance of unit files. Aids in maintaining inventory of acreage in each zone designation and the number of dwelling units by categorical reference, i.e., single-family, two-family, etc.
Knowledge, Skills and Abilities Required: Considerable knowledge of building construction practices, building codes and regulations. Ability to interpret engineering and architectural plans, drawings, and specifications. A working knowledge of GIS, CAD and various computerized spreadsheet and word processing programs including online permit system. Ability to deal effectively with members of the public in stressful situations, and to work cooperatively with Town Boards, Commissions and employees.
Minimum Qualifications Required: The skills and knowledge required would generally be acquired with graduation from a vocational technical school program in a construction trade, or completion of an apprenticeship training program in a construction trade skill, computer training and five years increasingly responsible experience in the construction trades.
License or Certificate: License as a Building Official or Assistant Building Official. Connecticut Motor Vehicle Operator’s license.
Physical Exertion/Environmental Conditions: Physical ability to inspect construction work in progress, considerable walking, climbing and reaching. Ability to work in poor weather conditions, including heat, cold, rain, or snow. Highway driving. Some stress in personal contacts. Irregular and short-term exposure to computer screen. Ability to lift 25 pounds.
